Since April 2023, the Nine Enclosures International Headquarters Pilot Zone has attracted top global design agencies to compete in the city design scheme solicitation. In July 2023, after careful evaluation by the judging committee, the proposal submitted by the consortium led by Academician Meng Jianmin from Shenzhen General Institute of Building Design Research Co., Ltd. (Meng Jianmin Team) and TEKUMA FRENCHMAN URBAN DESIGN, LLC was awarded the first prize.

Situated at the core of the Guangdong-Hong Kong-Macao Greater Bay Area’s golden bay, the Nine Enclosures International Headquarters Pilot Zone is strategically located near significant platforms such as Shenzhen International Airport and the Qianhai-Shekou Modern Service Industry Cooperation Zone. In the future, it will be conveniently connected to the west bank of the Pearl River through the Shenzhen-Zhongshan Tunnel and the Shenzhen-Da Nang Intercity Rail.
The focus of the competition was on the design of the International Headquarters Pilot Zone, covering an area of approximately 2.6 square kilometers. Through this design, we aim to stimulate greater urban value for Nine Enclosures, making it not only a crucial hub for international companies’ global ventures but also a future spatial paradigm showcasing China’s confidence and reflecting Shenzhen’s ecological civilization development trend.

Summary
“Long-lost landscapes, welcoming guests, harmonious yet different.” These three dimensions of temporal and spatial value fully embody the open worldview, natural landscape view, and spatial creation view advocated by the consortium team. We believe that the future pilot zone will embrace the world with a brand new posture. Achieving the beautiful vision of “long-lost landscapes, welcoming guests” will become a practical example under the great concept of Shenzhen’s pioneering and innovative development.
